I tested Instant Client Package(Basic) and Instant Client Package(SQL*Plus) on Windows7 (64bit)... Nice

C:\> set PATH=%PATH%;C:\instantclient_11_2_x64

C:\>set TNS_ADMIN=C:\instantclient_11_2_x64

C:\>sqlplus user@DB

SQL*Plus: Release 11.2.0.1.0 Production on Fri Apr 16 18:20:34 2010
